[PJUG Javamail] Overriding context-params in server.xml (Tomcat)

Hi,

Seems like  basic enough question, but at the moment I¹m stumped by it.  On
my development system, I have a number of contexts defined in server.xml so
that I can override (using <parameter name= ... \> ) certain context-params
in web.xml.   The web.xml context-params include URLs to production SQL
databases, hierarchies in ActiveDirectory, etc, and I override them so that
I¹m not mucking with production data in test and development.  But I would
like to do away with specifying individual contexts for each application.
Is there a way to do these overrides globally?
